Since 2018, Taiwan Tech has actively assisted Paraguay in establishing the Taiwan-Paraguay Polytechnic University (referred to as UPTP), promoting bilateral higher education cooperation. The first “Taiwan-Paraguay Technology Forum” was held on August 19-20. The event, co-hosted by Taiwan Tech, UPTP, the Taiwan Embassy in Paraguay, and Paraguay's Ministry of Information and Communication Technologies, attracted significant attention from political, academic, and research sectors. Over 800 participants, including ambassadors from Japan and South Korea, members of diplomatic missions, representatives from international organizations, media, and faculty and students from various technical universities, attended the forum.

This is the first joint technology research and academic conference between the two countries. The Taiwanese delegation, led by Taiwan Tech President Jia-Yush Yen, includes National Taiwan University (NTU) Vice President Wan-Chun Liao, National Taiwan Normal University (NTNU) Vice President Yao-Ting Sung, National Kaohsiung University of Science and Technology (NKUST) Vice President Chun-Hsien Kuo, NTU medical information systems expert Fei-Pi Lai, Taiwan Tech’s Vice Dean of College of Electrical Engineering and Computer Science and former NCC Commissioner Wei-Chung Teng, electronics expert Po-Ki Chen, Taiwan Tech’s Vice Dean of College of Applied Sciences Wei-Chun Hsu, and Director of the Sustainable Energy Development Center Ping-Chiao Huang, visited Paraguay.
President of Taiwan Tech Jia-Yush Yen and President of Taiwan-Paraguay Polytechnic University Jorge Duarte discussed the internationalization of Taiwan Tech, the integration within the Taiwan university system, and excellent development strategies under the condition of limited resources.
The forum focused on five key priority areas for Paraguay's national development: cybersecurity, emerging technologies in artificial intelligence and semiconductors, biomedical engineering, sustainable environments, and higher education research. By sharing Taiwan's rich experience in academic research and industry development, the forum aimed to help Paraguay address challenges in industry strategy transformation and enhance collaboration in academia and technology. Taiwan Tech also actively shared its expertise in talent development and education, offering policy recommendations for Paraguay on industry-government-academia cooperation, highlighting Taiwan’s crucial role in advancing international collaboration.

Jia-Yush Yen emphasized that Taiwan Yech's goal in assisting UPTP is to establish a leading higher education institution in the region. The successful hosting of the forum underscores UPTP's role as a model of excellence in higher education collaboration between the two countries, highlighting the critical role of international partnerships in fostering innovation and development.
During the forum, Taiwanese scholars and experts delivered keynote presentations on various topics, including Taiwan’s semiconductor ecosystem, sustainable electrochemistry, precision medicine, resilient telecommunications infrastructure, 6G communications, hydrogen energy transportation, education development under new technologies, and sports science.
In addition to the forum, the Taiwanese delegation met with Paraguay’s President Santiago Peña, who expressed gratitude for the scholars’ efforts in opening new avenues for technological exchange between Taiwan and Paraguay. He hopes to leverage Taiwan’s successful experiences to advance Paraguay’s industrial transformation and upgrading. The delegation also visited Paraguay's Ministry of Education, Ministry of Health, Ministry of Information and Communication Technologies, and National Science and Technology Council to discuss science and technology development and academic research policies, aiming to expedite the signing of academic cooperation agreements to enhance further bilateral research collaboration.
